The proposed amendments seek to relax existing regulations, prioritizing economic development and industries such as oil and fishing over the well-being of marine mammal populations. These amendments also shift the regulatory burden away from these industries and onto environmental organizations. These proposed amendments will dismantle regulations safeguarding endangered marine mammals, such as North Atlantic right whales and Hawaiian monk seals.
